Following the serious damage caused by the torrential rains of October 2024, known as DANA, the Generalitat Valenciana (Generalitat Valenciana) has approved a decree that represents significant financial relief for many people and companies in the transport sector. This is Decree 19923/2025, published in the DOGV (Spanish Official Gazette of the Valencian Autonomous Government), which regulates the direct granting of aid to owners of vehicles damaged by the storm.
The measure seeks to partially compensate for the losses suffered by those who, as a direct consequence of the DANA (Dana) of October 29 and 30, had to write off seriously damaged vehicles.
The grants are open to both individuals and legal entities; that is, individuals, self-employed individuals, and companies can apply. The only fundamental requirement is that they be the owners of the affected vehicles and that they have been deregistered, either temporarily or permanently, due to the damage suffered during the weather event.
Public sector entities are excluded from the call, but associations, foundations, and cooperatives are expressly eligible.
The decree provides aid for a wide range of vehicles, from passenger cars and motorcycles to commercial vehicles. In the specific case of commercial transport, the following are included:
The specific amount of aid depends on the type of vehicle and is determined in a table attached to the decree, designed to partially cover the cost of replacing the damaged vehicle.
The decree initially allocates a budget of 36 million euros from the 2025 budget, although it leaves open the possibility of an increase if necessary.
The deadline for submitting applications begins on June 16 and ends on July 31, 2025, so interested parties are advised to prepare all necessary documentation now.
The application must be submitted online through the Generalitat Valenciana electronic office. For individuals, it may also be submitted in person if electronic means are not available.

The Valencian Tax Agency will process the grants, which may process applications in the order they are received or in bulk. The deadline for processing is three months from the date of submission; if no response is received within this period, the application will be considered rejected.
The decree establishes that these grants are compatible with other public subsidies as long as they do not exceed the limit for "de minimis" aid (European regulations governing small-amount aid to companies). It will also monitor the receipt of aid for scrapping or refurbishing vehicles through other public means.
Furthermore, beneficiaries must retain all documentation and will be subject to possible administrative controls. If irregularities or falsifications are detected, they must repay the amount received.
